FOR THE AMARILLO CITY COUNCIL WORK SESSION TO BE HELD ON TUESDAY, NOVEMBER 3, 2015 AT 3:30 P.M. ON THE THIRD FLOOR, ROOM 303, CITY COUNCIL CONFERENCE ROOM, CITY HALL, 509 SOUTHEAST 7th AVENUE, AMARILLO, TEXAS, AND FOR THE REGULAR MEETING OF THE AMARILLO CITY COUNCIL AT 6:00 P.M. IN THE COUNCIL CHAMBER ON THE THIRD FLOOR OF CITY HALL.
Please note: The City Council may take up items out of the order shown on any Agenda. The City Council reserves the right to discuss all or part of any item in an executive session at any time during a meeting or work session, as necessary and allowed by state law. Votes or final decisions are made only in open Regular or Special meetings, not in either a work session or executive session.

WORK SESSION

A. City Council will discuss or receive reports on the following current matters or projects.

B. City Council may receive reports on or discuss any of the following pending projects or matters in Work Session or Regular Meeting:

(1) Amarillo Economic Development Corporation incentive project and related matters;

(2) Possible groundwater rights transactions in Potter, Carson, Roberts or Ochiltree Counties;

(3) Downtown Development/Redevelopment (studies, progress reports, plans, projects or proposed projects - TIRZ No. 1, Center City, Inc., Downtown Amarillo, Inc. and/or Amarillo Local Government Corporation);

(4) Proposed acquisition and disposition of real property for municipal, economic, recreational or cultural projects;

(5) Confer with attorney and discuss threatened or pending litigation or settlement of same: Atmos (2012 rate case) Burch; Zambrana, Torres, West, Johnson, Mission Pipe and SPS 2014 Rate Case;

(6) Discuss the appointment of an Interim City Manager;

(7) To deliberate regarding security devices or security audits, security personnel;

(8) City’s organizational structure; including Fire Marshall’s office;

(9) Amarillo Citizens for Open Government discussion;

(10) Current City Alley/No Alley Policy; and

(11) Amarillo Police Department information and performance data.

6. CONSENT AGENDA: 
It is recommended that the following items be approved and that the City Manager be authorized to execute all documents necessary for each transaction:

A. Award - Hillside Road Storm Sewer Project:
Award to low responsive bidder - Williams Ditching, LLC -- $766,307.38

This item awards a contract to install approximately 3,400 linear feet of new storm sewer line in Hillside Road beginning west of Soncy Road and extending towards Helium Road.  This project will support continued new development in this area and will also accommodate future growth. Funding for this project is available in the approved Capital Improvement Program budget and Drainage Utility E&I account.

B. Approval - Professional Services Agreements  - Interim City Manager and City Manager Recruitment Award to Strategic Government Resources:
Fee: Interim Services - inclusive salary of the position filled converted to an hourly rate plus expenses
  City Manager Recruitment - $27,000 + optional services if selected Terms and Conditions - as noted

This item approves two agreements between the City of Amarillo and Strategic Government Resources (SGR).  The first agreement approves SGR to provide qualified individuals to serve in interim management roles.  Addendum 1 to this agreement is for the provision of Interim City Manager services.  The Amarillo City Council will select their preferred candidate to fill the Interim City Manager position for a term at the Council's sole discretion.  The agreement further accommodates SGR providing candidates for other interim positions under the same terms and conditions as above and as authorized by the Interim City Manager.

The second agreement is the standard agreement for SGR to provide to the Amarillo City Council the necessary services to secure a permanent City Manager.

C. Approval - Change Order #3 - Buchanan Street Storm Sewer Project:
Original Contract Amount: $ 1,385,655.66
Previous Change Orders: $        7,500.00
Change Order #3 $    167,820.00
    Revised Contract Total: $ 1,590,975.66

This item approves Change Order #3 (final) for the Buchanan Street Storm Sewer Project.  This change order accommodates changed conditions discovered during the project primarily related to abandoned utilities and light bases as well as installation of additional storm sewer stub-outs and inlets to support future needs without having to perform additional work in the Buchanan Street right-of-way at future date.  This produces both a cost savings and minimizes future disruption to downtown traffic.  Funding for this change order is available from approved capital accounts and streetscape reimbursement funds.

D. Sale - Property:

1. MINUTES: 
Approval of the City Council minutes of the joint and regular meetings held on October 27, 2015.

2. ORDINANCE NO. 7560: 
This is the first reading of an ordinance transferring the current Office of Fire Marshal, City Department #1930 to the Development Services Group as headed by the Assistant City Manager for Development Services.  The City Fire Marshal shall be at the rank of Department Head and report directly to the Assistant City Manager for Development Services.  This item was tabled on October 13, 2015.

3. ORDINANCE NO. 7565: 
This is the first reading of an ordinance rezoning a portion of Lot 16, Block 1, Pleasant Valley Unit No. 3, Section 159, Block 2, AB&M Survey, Potter County, changing from Residential 1 to Residential 1 with a Specific Use Permit for placement of a carport within the front yard, in the vicinity of Slope Drive and Central Avenue.  It is recommended for approval by a 5:0 vote of the Planning and Zoning Commission.

4. ORDINANCE NO. 7566: 
This is the first reading of an ordinance rezoning 23.71 acres of land to change from General Retail District and Agricultural District to Light Commercial District, 14.55 acres of land to change from General Retail District and Agricultural District to Moderate Density District, and a 39.81 acre tract of land to change from Agricultural District to Residential District 2, all in Section 64, Block 9, BS&F Survey, Randall County, in the vicinity of Soncy Road/Loop 335 and Hillside Road.  It is recommended for approval by a 5:0 vote of the Planning and Zoning Commission.

5. ORDINANCE NO. 7567: 
This is the first reading of an ordinance renaming Crestwood Way to Hollee Spears Way in Section 24, Block 9, BS&F Survey, Potter County, in the vicinity of Tascosa Road and Crestwood Way.  This is recommended for approval by a 5:0 vote of the Planning and Zoning Commission.

7. PRESENTATION:  Amarillo 101 VII Graduation and Recognition.

PUBLIC FORUM
Comments from interested citizens on matters pertaining to City policies, programs or services. (This is the opportunity for visitors and guests to address the City Council on any issue. MISCELLANEOUS

1. Planning and Zoning Commission, minutes of October 12, 2015.

2. Boards and Commissions - appointments as listed on attached.  Amarillo City Hall is accessible to individuals with disabilities through its main entry on the south side (Southeast 7th Avenue) of the building.  An access ramp leading to the main entry is located at the southwest corner of the building.  Parking spaces for individuals with disabilities are available in the south parking lot.  City Hall is equipped with restroom facilities, communications equipment and elevators that are accessible.  Individuals with disabilities who require special accommodations or a sign language interpreter must contact the City Secretary’s Office 48 hours prior to meeting time by telephoning 378-3013 or the City TDD number at 378-4229.  Posted this 30th day of October 2015.
