FOR THE AMARILLO CITY COUNCIL WORK SESSION TO BE HELD ON TUESDAY, JULY 25, 2017 AT 3:30 P.M. AND THE REGULAR MEETING OF THE AMARILLO CITY COUNCIL AT 5:00 P.M., CITY HALL, 509 SOUTHEAST 7th AVENUE, COUNCIL CHAMBER ON THE THIRD FLOOR OF CITY HALL, AMARILLO, TEXAS.

Please note: The City Council may take up items out of the order shown on any Agenda. The City Council reserves the right to discuss all or part of any item in an executive session at any time during a meeting or work session, as necessary and allowed by state law. Votes or final decisions are made only in open Regular or Special meetings, not in either a work session or executive session.

WORK SESSION

A.	City Council will discuss or receive reports on the following current matters or projects.

(1) Review agenda items for regular meeting and attachments;

(2) Update on Regional Mayor's Meeting and Texas Cities' Letter to Governor Abbott;

(3) Update on Red Light Enforcement Program;

(4) Update on I-40 & I-27 TxDOT Interchange Agreement; and the TxDOT Maintenance Agreement (mowing); and

(5) Consider future Agenda items and request reports from City Manager.

B.	City Council may convene in Executive Session to receive reports on or discuss any of the following pending projects or matters:

(1) Attorney consultation. Consult with the attorney on a matter in which the attorney's duty to the governmental body under the Texas Disciplinary Rules of Professional Conduct conflicts with this chapter, in accordance with the Texas Open Meetings Act, Texas Government Code, Section 551.071.

(a) Consultation with attorney regarding status of negotiations - MPEV lease agreement and related matters.

REGULAR MEETING ITEMS

PUBLIC COMMENT: Citizens who desire to address the City Council with regard to matters on the agenda or having to do with the City's policies, programs, or services will be received at this time. The total time allotted for comments is 30-minutes with each speaker limited to three (3) minutes. City Council may not discuss items not on this agenda, but may respond with factual, established policy information, or refer to staff. A. MINUTES:
Approval of the City Council minutes of the orientation and regular meetings held on July 18, 2017.

B. ORDINANCE NO. 7675:
This is the second and final reading to rezone Lot 3, Block 185, Plemons Unit No. 1, in Section 170, Block 2, AB&M Survey, Potter County, Texas plus one-half of all bounding streets, alleys, and public ways to change from Planned Development District 120A (PD-120A) to Multiple Family District 2 (MF-2). (Vicinity: Southwest 14th Avenue and South Jackson Street.)

C. AVIATION CLEAR ZONE EASEMENT:

Aviation Clear Zone Easement, being 4,750 feet above mean sea level above the plat of Greenbrier Unit No. 5, an addition to the City of Amarillo, being a replat of Lot 4, Block 15, Greenbrier Unit No. 4, Section 104, Block 2, AB&M Survey, Potter County, Texas.
REGULAR AGENDA

RESOLUTION - A PUBLIC HEARING AND ESTABLISHING A TRIENNIAL GOAL FOR OCTOBER 1, 2017 TO SEPTEMBER 30, 2020 FOR THE DISADVANTAGED BUSINESS ENTERPRISE PROGRAM FOR PROJECTS FUNDED BY THE UNITED STATES DEPARTMENT OF TRANSPORTATION:
This resolution conducts a public hearing on the Triennial Goal for October 1, 2017 to September 30, 2020 for Disadvantaged Business Enterprise Program and authorizes the City of Amarillo to submit the goal to the Federal Transit Administration by August 1, 2017.

RESOLUTION - PUBLIC HEARING ON THE 2017/2018 GRANT APPLICATION FOR FEDERAL AND STATE FUNDING FOR THE AMARILLO CITY TRANSIT SYSTEM:
This resolution on the FY 2017/2018 Program of Projects and authorizes the City of Amarillo to submit a grant application to the Federal Transit Administration (FTA) and the Texas Department of Transportation (TXDOT) for fiscal year 2017-2018 for operating and capital assistance in support of Amarillo City Transit Department. Amarillo City Transit Department is applying for $2,891,534 Federal FTA Funds and $369,039 State TXDOT Funds.

4.	AWARD - PROJECT NO. 523095 - 12" WATER MAIN RELOCATION IN I-40 EAST BOUND FRONTAGE ROAD AT BELL STREET - WEST TEXAS UTILITY CONTRACTORS, INC. - $120,363.00: This item is to approve the contract for construction services for West Texas Utility Contractors, Inc. to install a new, 12" water main.

CONSIDER APPROVAL OF TXDOT AGREEMENT FOR HIGHWAY IMPROVEMENT, SUPPLEMENTAL AND ADDITIONAL MOWINGS OF RIGHT-OF-WAY ON IH-40 AND IH-27 WITHIN THE CITY LIMITS OF THE CITY OF AMARILLO AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT:
Total supplemental right-of-way mowing costs -- $87,912.42

This item provides for TxDOT to perform additional mowing of Interstate Highway right-of-way within the City limits in addition to the mowing scheduled as part of TxDOT annual operations. The City will be responsible for $29,304.14 per additional mowing cycle that is requested by the City and performed by TxDOT.

APPROVAL - LEASE AGREEMENT BETWEEN CITY AND WINPARK PLACE, LLC:

This lease agreement provides for Winpark Place, LLC to provide, rent-free, an office space at the Winpark Place Shopping Center, located at Hillside Road and Bell Street to be used by the Amarillo Police Department. The office will be utilized by the motors officers and the Sergeant for the AISD liaison officers for the purpose of general policy activity, research, preparing reports, etc. The term of the lease is for five (5) years with a onetime renewal of three (3) years.

MISCELLANEOUS

Boards and Commission - needed appointments as listed on attached. Amarillo City Hall is accessible to individuals with disabilities through its main entry on the south side (Southeast 7th Avenue) of the building. An access ramp leading to the main entry is located at the southwest corner of the building. Parking spaces for individuals with disabilities are available in the south parking lot. City Hall is equipped with restroom facilities, communications equipment and elevators that are accessible. Individuals with disabilities who require special accommodations or a sign language interpreter must contact the City Secretary’s Office 48 hours prior to meeting time by telephoning 378-3013 or the City TDD number at 378-4229.
